Our partners are the momentum behind this movement. It is their collective power that is making a difference. The first step in becoming a partner and joining a movement is to fill out our Change Agent Inventory. 

Advisory Council

The Advisory Council provides strategic guidance and oversight for all Collaboration efforts. We meet quarterly with the Advisory Council to plan and organize the activities of the comprehensive plan, Momentum Matters.

2021 Council Members

Rachele Eskridge, AAS, CDSVRP (she/her/hers)
With over 10 years in the field of sexual assault, domestic violence, and stalking services and prevention; Rachele serves as Director of Prevention Education for YWCA Oklahoma City. An involved community member, she contributes as a member of the Oklahoma Prevention Leadership Committee and Homeless Youth Alliance.
Carole Kelley (she/her/hers)

Carole is a clinical coach with the University of Missouri working with Oklahoma administrators and teachers to build their capacities as educational leaders through the Safe & Civil Schools framework. She also contracts with charter school authorizers to create Performance Frameworks and policies to guide their charter schools, including one school she helped establish in 2003.

Kelli Lynch (she/her/hers)
Since 2017, Kelli has served as the Trainer and Outreach Coordinator for Provide. Prior to this, she worked in healthcare for 20+ years. Her various roles included EMS Instructor, EMT-I, Training Coordinator, and Clinic Administrator. In each of these roles, she became more passionate about patient care and ensuring that everyone received quality and equitable treatment.
Jill Nobles-Botkin (she/her/hers)
Jill is the Administrative Program Manager for the Perinatal and Reproductive Health Division at the Oklahoma State Department of Health. In this role, she oversees the family planning and maternity programs, develops policies and procedures, works closely with the Office of Perinatal Quality Improvement, and participates in Oklahoma Perinatal Quality Improvement Collaborative.
Tierra Page (she/her/hers)
A Certified Family Nurse Practitioner, Tierra works at Community Health Centers of Oklahoma where she treats patients throughout the lifespan for primary care as well as those in need for Medication Assisted Treatment (MAT), HIV PrEP and treatment and Hep C treatment.
Amy Roff (she/her/hers)
Throughout her career, Amy has had the privilege of founding and managing numerous state-wide AmeriCorps programs and providing leadership at various non-profits, including Oklahoma AmeriCorps, Safe Kids, OPEL, Teen emPower and Thrive. Amy is currently serving as the Executive Director of the Oklahoma Association of Community Action Agencies.
Michelle Stansel (she/her/hers)
Michelle is the Rape Prevention Education Coordinator for the Injury Prevention Service Office at the Oklahoma State Department of Health. She provides training and consultation in sexual violence prevention, organizational capacity building and community mobilization.
Linsey Garlington (she/her/hers)
Linsey has been with the Oklahoma City-County Health Department since 2011 where she serves as the Teen Pregnancy Prevention Programs Supervisor. Linsey has led numerous project teams and grants, established partnerships with multiple districts and individual schools and is an expert consultant and skilled trainer in evidence-based program curricula.
Alicia M. Lincoln, MSW, MSPH (she/her/hers)
Alicia works at the Oklahoma State Department of Health as the Administrative Program Manager for Child and Adolescent Health. In this position, she is responsible for programs related to multiple factors that influence the health and well-being of Oklahoma’s child and adolescent health population, including early childhood issues, school health and teen pregnancy prevention.
Traci Mikulecky (she/her/hers)
Traci is a degreed professional with management, grant writing, and curriculum development experience for both secondary education and adult instruction. In her current role as an Instructional Systems Specialist, she is responsible for implementing instructional system design principles and the ADDIE model to course development and revising of adult training curriculum materials.
Danny Owens (he/him/his)
Danny has served as the Wellness Coordinator at Pivot “a turning point for youth” since 2007 where he spends his days advocating for teens. He received his Bachelor’s in Criminal Justice from Bacone College in 2006.
Kali Parks, M.Ed. (she/her/hers)
With over 20 years of experience in coordinating and developing nonprofit youth services, Kali is the Director of Adolescent Health Education and Teen Clinic Services for Variety Care. Her work currently focuses on the public health initiative to reduce teen pregnancy in the state of Oklahoma.
Carrie Smith (she/her/hers)
Carrie is a Community Liaison/Client Advocate who provides information and assistance to individuals and community entities to convey access to affordable, comprehensive healthcare of the highest quality. A native Oklahoman, she has been employed with Community Health Centers of Oklahoma for 13 years.
Stephanie Williams (she/her/hers)
Stephanie has worked with the Collaboration since 2015. Currently, she serves as the Youth Coordinator at EmpowerOKC, a program of Lilyfield, where she provides resources to teens aging out of the foster care system. She is an active board member for SWAT Meet, Inc and Have Hope in Oklahoma City.

System Leaders

Systems Leaders have broad influence and decision-making authority over the systems that directly involve and affect youth in our community, and authorize within their organizations the amazing work that is being done to meet the Collaborative’s common agenda.
